Expediting Submission of Proposals through CSET
In an effort to smooth the proposal submission and e-goldsheet routing process, we are requesting that Principal Investigators submit the following to our office five business days in advance of the proposal due date:
The first document is a template that has been prepared to answer common questions that often slow the routing of proposals through the university. The second and third are probably already familiar to you from your previous proposal submissions.
In cases where ISU is a sub-contractor a Transmittal letter is also required.
In cases where ISU is the prime contractor with other contractors/collaborators the following documents are required:

These documents need to be turned in five business days before the sponsoring agency's submission deadline (postmarked for paper submission, or received, in case of electronic submission). Please allow extra days for proposals where we have to combine individual budgets from several co-principal investigators into one budget for the university. This gives CSET three days to formalize the budget and budget justification, prepare any supporting schedules or worksheets, initiate the electronic goldsheet and route your proposal through the university. <//font>
Effective July 1, 2004, OSPA will implement a new proposal review and approval process - first in first out (FIFO), regardless of deadline date. Additionally, OSPA will guarantee proposal review<//font> and approval within two business days, as long as all appropriate documentation is submitted with the proposal or provided in a timely manner during the review.
We hope that this new procedure will give you a few extra days to finish the technical narrative of your proposal, which does not need to be routed with the budget. Your Technical Narrative can then be separately submitted to CSET for submission to the sponsoring agency just prior to the submission deadline.
